Liverpool have been drawn against Tottenham as the teams competing in European competitions enter the Carabao Cup at the third-round stage.
Elsewhere in the draw, Manchester United will face Premier League opponents Brighton, while tournament holders Manchester City are set to host Norwich.
Fleetwood, who remain the only fourth-tier side left in the competition, will play at home against Sheffield United. Leeds could potentially face Chelsea if the London club overcomes Luton.
Matches will take place across the weeks commencing 7 and 14 September to prevent fixture clashes with the Champions League and Europa League. The final two spots will be decided on Thursday.
